New Senate Speaker

On December 3, Governor General appointed George Furey as Speaker of the Senate, replacing Conservative Senator Leo Housakos.

Furey, who sits as an independent Senate Liberal, is a lawyer from St. John’s who was appointed to the Senate in 1999 to represent Newfoundland and Labrador on the advice of Prime Minister Jean Chretien.

53rd Canadian Regional Conference

More than 100 delegates were welcomed to Victoria by host jurisdiction British Columbia for the annual Commonwealth Parliamentary Association (CPA) Canadian Regional Conference from July 19-25, 2015. The conference theme focused on parliamentary security.

Passing of Speaker Pierre Claude Nolin

The CPA-CR is very sad to report that Senate Speaker Pierre Claude Nolin passed away on April 23, 2015 after a five-year long battle with a rare form of cancer. Named to the Senate in 1993 by Prime Minister Brian Mulroney, who remembered Speaker Nolin as a man with “great personal integrity” who served Canada “with dignity and honour at all times,” Nolin had been appointed Speaker of the Senate by Governor General David Johnston on the advice of Prime Minister Stephen Harper on November 26, 2014. He had served as Speaker pro tempore for a year previously.

New Speaker in New Brunswick

Chris Collins, Liberal MLA for Moncton Centre, was elected Speaker of the New Brunswick Legislature on October 24. Collins replaces retiring Progressive Conservative MLA Dale Graham. Prior to coming to the Assembly via a 2007 by-election, Collins had been a member of Moncton city council. He was re-elected to the Legislature in 2010, when he served as the opposition critic for Education, Post-Secondary Education Training and Labour, Environment, Energy, and Justice. Outside of politics, Collins has been an advocate for families with sick children. In 2013, Collins, whose son Sean passed away from cancer at the age of 13 in 2007, cycled across Canada raising $100,000 for children with cancer.

CPA Canadian Regional Seminar

The 35th Canadian Regional Seminar of the Commonwealth Parliamentary Association was held in St. John’s, Newfoundland from October 31 to November 3, 2013. The Seminar included five business sessions over two days.  A total of 43 delegates participated including representatives from the House of Commons, each of the ten provinces and one of the territories (Nunavut). The host for the Seminar was Ross Wiseman MHA, Speaker of the House of Assembly, Newfoundland & Labrador.

The first business session dealt with Urbanization and Demographics. The presenter was Dr. Robert Greenwood from the University of Warwick. He has served as a Director and Assistant Deputy Minister of Policy in Economic Development departments in Newfoundland and Labrador and in Saskatchewan and has taught, consulted, published and presented extensively on the issues. The Chair of the session was Douglas Horne, Deputy Speaker of the British Columbia Legislature.

Fifty-First CPA Regional Conference, Alberta

Speaker Gene Zwozdesky welcomed approximately 80 legislators and observers for the 51st CPA Regional Conference held in Edmonton from July 14-20, 2013. Delegations came from every Canadian jurisdiction except British Columbia and Manitoba whose legislatures were still in session. Among the special guests were Martin Penn, MNA from the British Virgin Islands, Michael Poley, Speaker of the Tasmania Legislature and Charnit Singh Atwai, Speaker of the Punjab Legislature. Representing the Secretary General of the CPA was Meenaksi Dhar, Assistant Director of Programs with the CPA Secretariat in London.

Thirtieth Presiding Officers’ Conference

The Presiding Officers from Canada’s federal, provincial and territorial Legislatures held their 30th annual conference January 31-February 3, 2013 in Victoria, British Columbia. The host was Speaker Bill Barisoff of British Columbia.

The Speakers in attendance were: Gene Zwozdesky (Alberta), Andrew Scheer (House of Commons), Daryl Reid (Manitoba), Dale Graham (New Brunswick), Ross Wiseman (Newfoundland and Labrador), Jackie Jacobson (Northwest Territories), Gordon Gosse, Jr. (Nova Scotia), Hunter Tootoo (Nunavut), Dave Levac (Ontario), Carolyn Bertram (Prince Edward Island), Jacques Chagnon (Quebec), Dan D’Autremont (Saskatchewan), and David Laxton (Yukon).
